In accordance with the Law of the Volgograd Region dated 25.12.2018 No. 158-OD (as amended on 06.07.2023 No. 56-OD) "On Certain Issues in the Sphere of Road Traffic Organization in the Volgograd Region", the right to free use of paid parking is granted in relation to vehicles driven by disabled persons of groups I and II, or vehicles transporting disabled persons and (or) disabled children; as well as vehicles driven by disabled veterans of the Great Patriotic War and disabled veterans of military operations, falling under Articles 2-4 of the Federal Law "On Veterans", or transporting the said persons.

To use this benefit, you must register your vehicle in the federal register of disabled persons. (link)
