In accordance with the Law of the Volgograd Region dated 25.12.2018 No. 158-OD (as amended on 06.07.2023 No. 56-OD) "On Certain Issues in the Sphere of Traffic Organization in the Volgograd Region", the right to free use of paid parking is granted in relation to vehicles driven by citizens who are (were) serving in the military in the Armed Forces of the Russian Federation under a contract or by conscription for partial mobilization in the Armed Forces of the Russian Federation in accordance with the Decree of the President of the Russian Federation dated September 21, 2022 No. 647 "On the Declaration of Partial Mobilization in the Russian Federation" or who are (were) in military service (service) in the troops of the National Guard of the Russian Federation, in military formations and bodies specified in paragraph 6 of Article 1 of the Federal Law of May 31, 1996 No. 61-FZ "On Defense", who are (have) taking part in a special military operation in the territories of the Donetsk People's Republic, the Lugansk People's Republic, the Zaporizhia region, the Kherson region and Ukraine, as well as citizens who have entered into a contract for voluntary assistance in the performance of tasks assigned to the Armed Forces of the Russian Federation and who are (have) taking part in a special military operation in the territories of the Donetsk People's Republic, the Lugansk People's Republic, the Zaporizhia region, the Kherson region and Ukraine (hereinafter referred to as the special military operation);

The right to free use of paid parking is also granted in relation to vehicles driven by parents or transporting parents and/or children of citizens specified in the first paragraph and who died in the performance of military service duties, official duties during a special military operation or died as a result of injury, concussion, illness, mutilation received in the performance of military service duties, official duties during a special military operation, or who died in the performance of duties under a contract for voluntary assistance in the performance of tasks assigned to the Armed Forces of the Russian Federation during a special military operation.

To be able to use this benefit, the vehicle must be included in the Register of vehicles for which the right to free use of paid parking spaces located on lands owned by the state or municipality is granted (hereinafter referred to as the Register).

To include a vehicle in the Register, you must contact the My Documents centers of Volgograd or the Committee for Transport and Road Facilities of the Volgograd Region.
