The purpose of implementing paid parking

The "Volgograd Parking" project was launched to solve the problem of disorderly parking on the city streets and create the possibility of convenient movement of pedestrians and vehicles.

The main objectives of the project:

reducing the number of violations of parking rules on the street and road network;

increasing the speed of movement in paid parking zones;

increasing the turnover of parking spaces;

reducing the flow of private vehicles entering the paid zone and stimulating the use of public transport.

Working hours:

with a fee on weekdays from 08:00 to 20:00

without a fee on weekdays from 20:00 to 08:00

without a fee on weekends and non-working holidays

Payment time: Payment for paid parking services is made by the paid parking user if the duration of use of the paid parking exceeds 15 minutes from the moment of entering the parking space. Using the mobile application and the Internet portal, payment is made no later than 23.59 days, during which the placement of the vehicle in the paid parking space is terminated.

Attention! You control the time during which your car is in the paid parking lot.

Note:

L — motor vehicles;

M1 — vehicles used for the carriage of passengers and having, in addition to the driver's seat, no more than eight seats;

M2 — vehicles used for the carriage of passengers, having, in addition to the driver's seat, more than eight seats, the technically permissible maximum mass of which does not exceed 5,000 kg;

N1 — vehicles intended for the carriage of goods, having a technically permissible maximum mass of not more than 3,500 kg;

M3 — vehicles used for the carriage of passengers, having, in addition to the driver's seat, more than eight seats, the technically permissible maximum mass of which exceeds 5,000 kg;

N2 — vehicles intended for the carriage of goods, having a technically permissible maximum mass of over 3,500 kg, but not more than 12,000 kg;

N3 — vehicles intended for the carriage of goods, having a technically permissible maximum mass of over 12,000 kg.

Activities on the creation, equipment and maintenance of paid parking on public roads of local importance in Volgograd are carried out by the municipal budgetary institution "Volgograd Traffic Management Center" (MBU "CODD").

Income from payment for parking spaces located on public roads of local importance in Volgograd are transferred to the settlement account of the Volgograd administration.

The amount of the fine for failure to pay for placing a vehicle in a parking lot owned by the municipality and used in accordance with a municipal legal act on a paid basis is established by Article 8.18 of the Volgograd Region Code of Administrative Liability (hyperlink to the document "Law of the Volgograd Region dated December 12, 2023 N°106-OD "On Amendments to the Volgograd Region Code of Administrative Liability dated June 11, 2008 N°1693-OD" in the subsection "Regulatory and legal documents" of the section "About the project") and is:

• For citizens - from 2,500 to 5,000 rubles;
• For officials - from 15,000 to 20,000 rubles;
• For legal entities - from 30,000 to 40,000 rubles

It is not possible to pay a fine via a mobile application or from a personal parking account; replenishing a parking account will not result in the payment of a fine. Information on methods of paying a fine is provided in the subsection "Payment of fines".
